Senior management positions within Geographic Information Systems (GIS) are embellished with a substantial and rare educational background and professional experience that includes software engineering, mapping, networking, and project management solidifying my qualifications as a leader in the field. I serve on the national GIS Certification Institute’s Professional Competency Workgroup and Applicant Review Committee and have served several terms as the Chair of the Washington State Section of the American Congress on Surveying and Mapping (WSS-ACSM). Over 20 years of experience includes development (AML ArcObjects, C#, Python), data administration (Library, ArcStorm, ArcSDE) and utilization of standards like the APWA, WCCS, BLM, BIA, NGS and others regarding database schemas for detailed infrastructure and cadastral management.
It was my pleasure to establish the Tribe’s first comprehensive GIS land base through a federal grant, managing contracts and data-sharing agreements with local firms and jurisdictions. Further, I was able to conceive and manage major projects to support the Tribe’s community development efforts, allowing substantial savings and improving the quality of information exchanged at all levels of government, as well as with outside firms, along with other offices of local, state, and federal jurisdictions:
· DG2000 (1999 and 2000), Aerial mapping of the reservation: .5’ color digital-orthophotography, mapping grade planimetric and topographic layers (over 120 in GIS and CAD formats).
· SNARE (2006), established horizontal and vertical survey network for reservation.
· Managed: budget and contracts to acquire ESRI, AutoDesk and other products, upgrades, GIS data repositories, geoprocessing, distribution and mapping procedures, specialized equipment, and support.
I created the foundation for a “Tribal Enterprise GIS” supporting other departments and divisions and established internships with Green River Community College supporting GIS in the local community.
Lead Analyst, Landbase Editor & Data
To provide the basis for a utility company’s mapping needs, I managed the “Landbase Editor”. It was designed to save time compiling land base layers for mapping and applications. Similar to AutoCAD in functionality, it included specialized maps, topological checks, DXF imports, and other features accessed through a menu driven interface. Portions of the application provided a basis for Automated Plat Design, reducing development costs. I also managed GIS land database layers including the creation, maintenance, and schemas (Librarian and ArcStorm) for several utilities in the United States and Canada. To create savings and leverage resources, I initiated data-sharing agreements with King County, City of Mercer Island, City of Renton, and others.
Lead Analyst, Electrical Facilities Conversion & Validation
Puget Sound Power & Light/Tellus/Connext, Seattle, Washington, Jan 90 – Aug 94
The Conversion Validation Software (CVS) application was not originally planned by staff engineers, but was supported as a needed application for a $1.2 million conversion; cutting costs, and saving time. It boasted over 500 database modules capable of performing complex tests of electrical facilities represented in a GIS data model. The AML, menu driven software produced maps, thematic screen displays, and printed reports summarizing inconsistencies in data. I was engaged to port the software to UNIX workstations in Colorado and Wisconsin to improve the vendor’s process on-site. This allowed direct management of the conversion and focused efforts toward the ability to edit and update. The system was also used to test editing software under development.

Imperial Irrigation District, Imperial, California, Mar 89 – Dec 89
I developed the company’s first ARC/INFO, AML and INFO software and database structures to create electrical and hydrographic data layers, demonstrations for support, and many corporate maps. Supervised data entry (2 draftsmen) and developed menu driven software (AML, INFO) with simple editing tools for digitizing, editing, and mapping.

A data processing internship resulted in an introduction to ARC/INFO and GIS very early. My educational background was unique and resulted in continued association with the City well after the internship. Projects include: Zoning, Street Network, Parcel Map Edge-Matching, and Crime Statistics.
